Tuesday, June 19th – School Board Hearing on Apartment Project

Please join Voice of Scripps Ranch at the next San Diego Unified School District (SDUSD) board meeting to show your NON-SUPPORT for the proposed Scripps Mesa Joint Occupancy 4-Story Apartment Project.

The board hearing for this project has been scheduled only 10 days after the release of the Final Environmental Impact Report (EIR).  The Final EIR can be reviewed here.  The school board hearing meeting information is as follows:

Still shuttering & disrupting an existing school; DEIR released

The Draft Environmental Impact Report (EIR) on the San Diego Unified School District (the District) Scripps Mesa Joint Occupancy Project was released on January 19, 2018 and can be reviewed at the SR Library, the District Physical Plant Operations Center Annex or online at: www.sandiegounified.org/environmental-reviews.

A majority of the school board members continue to support this project despite the fact that (1) the project interferes with the educational activities of the Innovations Academy Charter School that still has not found a new school site; (2) it unduly disrupts the residents in the surrounding neighborhood; (3) and the project will jeopardize the safety of children, putting them in close proximity to guns, alcohol, weapons, photography, from apartment units, 150 feet away.

The CEQA Notice of Availability states that written comments should be sent to:  Paul Garcia, CEQA Environmental Coordinator, 4860 Ruffner Street, Annex Room 5, San Diego, CA 92111 and must be received no later than 5:00pm on March 6, 2018.

The community and the public are encouraged to review and submit comments on the Draft EIR.  Comments should focus only on the accuracy and sufficiency of the DEIR – that is, does it accurately and completely inform decision makers and the public of possible environmental effects of the project and of the required alternatives.

To assist with public review of the DEIR, the Miramar Ranch North Planning Committee has scheduled a DIER review subcommittee meeting at the SRCA Community Center on Wednesday, February 28th at 6:30pm for public discussion and comments.

Voice of Scripps Ranch (VOSR) is a coalition of San Diego area residents for the reasonable use of the San Diego Unified School District property at the Innovations Academy site (a.k.a. Scripps Mesa Conference Center) located at the corner of Scripps Poway Parkway and Spring Canyon Road.   The District proposed use of the property is a joint-occupancy redevelopment project with the Monarch Development Group that includes a 300,000 SF, 264-apartment complex; a 4,000 SF STEAM facility; 2,000 SF of commercial use; and a 1,500 SF community garden.

District plans to delete public record emails on July 1st!

San Diego Unified announced a new Email Process Change on June 8, 2017, effective July 1, 2017, that states the District will no longer retain emails older than six months on the District’s servers and advises employees who wish to retain a specific email to save that email on his or her local computer drive.

We have 6 pending CA Public Record Act requests that were submitted in early May 2017 for email records relating to the Scripps Mesa 4-story Apartment Project – will Voice of Scripps Ranch be provided this public information or not?

Change in School Board elections recommended by SD Grand Jury

On 05/09/17, the 2016/2017 San Diego County Grand Jury released a report entitled, “San Diego Unified School District School Board Elections – Time For a Change” along with a School Board Training Press Release.

Years of financial and teacher/staff mismanagement, plus the inadequate leadership, have not gone unnoticed.  This School Board proposed the “done deal” Innovations Academy-Tower-Apartments to enrich Monarch Development Group – over students, charter schools and neighborhoods – with the lease of public land and use of taxpayer bond money.

The San Diego County Grand Jury recommended that the San Diego City Council take the following actions:

17-28: Consider placing a measure on a future ballot to allow the voters to decide whether to amend the San Diego City Charter to change the election process for the San Diego Unified School District School Board Elections, allowing only citizens in their sub-districts to elect representation directly from their sub-district.

17-29: Consider placing a measure on a future ballot to allow the voters to decide whether to amend the San Diego City Charter to allow a San Diego Unified School District board candidate who receives a majority of the votes in their sub-district during the primary election be considered elected.

17-30: Consider placing a measure on a future ballot to allow the voters to decide whether to amend the San Diego City Charter to limit the number of terms San Diego Unified School District School Board Trustees can serve.

Fake transparency by school District revealed in Team 10 News story

Voice of Scripps Ranch coalition member, interviewed by Team 10 News investigating the District withholding public documents (2/16/17), shared the truth about the school District lack of transparency by delayed and/or denied response to public record requests.

From FOIA.GOV:  Since 1967, the Freedom of Information Act (FOIA) has provided the public the right to request access to records from any federal agency. It is often described as the law that keeps citizens in the know about their government. Federal agencies are required to disclose any information requested under the FOIA unless it falls under one of nine exemptions which protect interests such as personal privacy, national security, and law enforcement.

Our Scripps Ranch community matters -and by law, are entitled to District public records.

Districts plans to replace Innovations Academy with Dubai Tower Apartments

The San Diego Unified School District thinks the Scripps Ranch apartment project is a slam dunk and can even joke about it!!  The below email joke was obtained through a Freedom of Information Act request.

This email is offensive and disconcerting.  Scripps Ranch takes the situation involving the proposed school District joint occupancy apartment project very seriously.  

Don’t forget to attend the 6:00pm, Wednesday, January 18th environmental impact scoping meeting at the Scripps Ranch High School Library, 10410 Falcon Way, San Diego, CA 92131.   Let the District know how this project will impact you and your neighborhood!
