1st step in environmental review process for Scripps Mesa/Apartment Project

The Notice of Preparation (NOP) is below with information on how to participate and submit your input on the scope and content of the draft EIR.   Project scoping/content comments can include: potential environmental impacts of the proposed project; technical issues to address in the Environmental Impact Report (EIR); policy issues; potential mitigation measures; appropriate range of alternatives to evaluate in the EIR.

All project scoping comments must be submitted by February 6, 2017.

  1. Dear Mr. Garcia,
    I live in Scripps Ranch, just up the street from the proposed Scripps Mesa Joint Occupancy Project. I am strongly opposed to the project, on the basis that the neighborhood cannot support the increase in traffic, that the increased traffic will put families and children who use the adjoining park at risk, and that a 3-4 story complex in not appropriate for this neighborhood. Furthermore, the Scripps Mesa Joint Occupancy Project would also cause the Framer’s Market located there every Saturday from 9am – 2pm to move or close.
    Both Scripps Poway Parkway and Spring Canyon Drive are already very congested with the current amount of traffic, and the proposed Scripps Mesa Joint Occupancy Project would sit at the intersection of these busy streets. Scripps Poway Parkway is the only way to access I15 for the neighborhood, and morning and evening traffic to and from the freeway already create a bottleneck. Since there are no alternate routes to I15, the proposed Scripps Mesa Joint Occupancy Project would greatly impact and add to traffic issues.
    The Scripps Mesa Joint Occupancy Project would also pose a danger to the community as it adds to the traffic, because the adjoining Scripps Ranch Recreation Center, which is a place for children and families to play and enjoy green space, and has soccer and baseball fields which are in use and enjoyed a great deal. The additional and unacceptable increase in traffic would put at risk the children and families frequenting the park, and crossing the busy Scripps Poway Parkway and Spring Canyon Drive streets.
    The Scripps Mesa Joint Occupancy Project describes a 3-4 story complex, and this would change the look and feel of our neighborhood to its detriment. There are NO 3-4 story buildings in this neighborhood, and Scripps Ranch should not take on this industrial look and feel. Any Scripps Mesa Joint Occupancy Project should fit into the general look of the neighborhood, which has no buildings taller than two stories. The Scripps Mesa Joint Occupancy Project plan shows blatant disregard for the community in proposing such a oversized development.
    The Farmer’s Market at the Scripps Poway Parkway and Spring Canyon Road every Saturday between 9am and 2pm has a huge following, and is extremely popular with the neighborhood. It would be an enormous loss if the Scripps Mesa Joint Occupancy Project is built, and the Farmer’s Market has to move or close. My husband and I walk to the Farmer’s Market with our dogs on most Saturdays, and it’s a wonderful venue for local food, music, and seeing neighbors. We would hate to lose this experience, as it brings families and neighbors together, and adds character to the neighborhood.
    Please strongly consider the negative impact that the Scripps Mesa Joint Occupancy Project would have on the neighborhood, and do not go forward with your plan to build it.
    We will be attending the upcoming meeting on January 18th, to continue expressing our opposition to the Scripps Mesa Joint Occupancy Project, and look forward to speaking with you personally.
