SDUSD is requesting feedback from the Scripps Ranch community on the 2016-17 Local Control and Accountability Plan (LCAP) document. Below is some information to assist with SR Cluster participation.

The school district proposal violates 2 sections of the Miramar Ranch North Community Plan

Section 6.3 of MRN CP states:
“In building and site design, all commercial development should be compatible with surrounding land uses in height and bulk.”

A three and four story apartment/commercial/district use complex is one third to twice the height of adjacent commercial and retail structures.

Section 11.4 of MRN CP states:

“Long, narrow structures and tall building blocks are inappropriate to the canyon setting.”

The canyon setting refers to the land area along Scripps Poway Parkway. The proposed 264 apartment project is located at the corner of Scripps Poway Parkway and Spring Canyon Road.

SDUSD Board document (11-13-2001) states requirement of public support and engagement

The SDUSD Executive Summary for Joint Use of the Ellen Browning Scripps Elementary school parking lot and community farmers market back in November 2001 is posted below along with the CA Educational Code sections 17527 – 17535.

The Public Support & Engagement section state:

The requirement of the Education Code for the Board of Education to ensure that any use of school district property under joint-use agreement does not “unduly disrupt the residents in the surrounding neighborhood.”

Scripps Mesa Conference Center (SMCC) Land Deed

Section 7 of the Addendum to Grant Deed/Exhibit “A” states:
Except as stated herein, Grantee and each Successive Owner, during its ownership of any portion of the Scripps Site will be bound hereby for the benefit of Grantor and the Benefitted Land; provided however, the benefits of these provisions pursuant to California CIVIL CODE Section 1468 shall not accrue to subsequent owners of the Benefitted Land unless Grantor expressly assigns such benefits by means of a recorded instrument.

Grantor = Miramar Ranch North (the “Benefitted Land”)
Grantee = San Diego Unified School District

Grantor provided design guidelines (terminated 12/31/2010) for the property site and requested:

Grantor desires that the design of the school be compatible with the surrounding community. Grantor’s representative shall be invited to and included in the design process. Conceptual, schematic and design development plans shall be submitted to the Grantor for review and comment. School District shall consider Grantor’s comments during the design process. In order to address Grantor’s concerns about design of the school the following guidelines are required: Landscape/Screening, Fencing, Building Build and Scale, Color and Materials, Roof Mounted Equipment Screening.

The Watermark Project is expected to generate approx. 21,000 daily driveway trips and 18,000 daily cumulative trips not including the MedImpact buildings.
